Because the Headless Horse’s tail looked like Luna’s in that scene. While I don’t think it actually was Luna in-universe, it was pretty clearly Luna’s Flash model they used for it when animating the scene.

I have a question. Why does everybody think that it was Luna who had no head? It was the Headless Horse. Luna blasted him/her with a fucking magic spell. Watch that scene again, seriously.
