The first dragons, starting with Glaurung, the father of all dragons, were flightless. They were still immensely powerful. Glaurung could even control the minds of others. These early dragons were also gifted with fire hot enough to melt Rings (all but the One Ring). Although early flighted dragons like Ancalagon were also gifted with that extremely hot fire, their descendants became progressively weaker and colder, some not even being able to breathe fire.
 
Now, it was also stated that dragons took time to mature before they became powerful. You aren’t that old, which is why you’re still weak. However, as a wingless dragon, you are closer to the basal stock with intense fire. When you do mature, there’s a realistic chance you’ll be far more powerful than the flighted cretins you hung around with in the lava. So chin up.
