The giant tunnel network the dogs had always seemed to me like an indicator they at had at least a city down there, though it is significantly more logical to believe they’re simply a bandit group.
No idea what to say about the rest, but c’mon. You expect people to know the name of every pissant bandit group?
There might be a culture, but we’ve no “man on the inside” to get info on it.

Culture exists even in the society that dragons have, since there is some sort of cooperation.

We saw plenty at that big migration. Didn’t see much talking going on at it. Maybe because we were just in the one volcanic basin, but that’s what we saw.

I would counter argue that we’ve only seen a narrow sample of dragon population, and the information we’ve received has come from ponies, who seem more and more insular with each passing season.
But it’s their culture that propagates that, not their biology. You can change their culture if you prove to them that changing it would better them.
In this show at least, dragons are antisocial as well as greedy. They vant to be alone.
Yeah, I’d imagine having dragons on your side would be to the benefit of both sides.
And they can get bigger hoards.

At minimum, there must be dragons with enough natural intelligence to understand that operating with ponies peacefully for the purposes of commerce and business will allow them to amass far more wealth then the “popular” strategy.
Reminds me of a D&D game I was a part of one time, awhile back. Visited this independent town up in the mountains, whose citizens hosted a dragon that used his breath to power a magic forge that made the best swords in the land. This town had been working with the dragon to sell these swords at top dollar for centuries, and the dragon had the biggest treasure hoard my party had ever seen.
Would they be elders if they weren’t willing to attempt peace? Or give their children a better world?
That assumes there are elders. And that said elders are more willing to play nice.
We see after the episode he has stuff (a bed, a new blanket, a manly apron, the power ponies comic). I don’t think that they’d just stop getting him things for his birthday, heck no pony after the episode is even that mad at him for destroying the town. This is Friendship is magic, so twi would probably give him a firm talking to at his birthday to keep him in check but still let him celebrate.
