And is recreating this one of the projects in the Vector Club’s future?
As part of one of the vector groups on dA, absolutely sure this was part of the reason, as this would be how one would dole out assignments if this were to be recreated by vectorists.

I imagine they were broken up in order to have multiple people work on the image simultaneously, and/or having that many characters in a single image would bring their computer to a grinding halt.
Oh yes, although they’re less obvious due to lack of background, I can see them now!
There’s also invisible horizontal lines, so there’s a total of 8 groups. The two lines, on the left, start between Sherriff Silverstar and Svengallop, and between Marble and Daring Do.
There are two vertical lines that can be drawn to separate the characters on this image into three groups: the first one starts between Big Mac and Rarity and goes up, the second one starts between Tank and Opalescence and goes up.
The existence of these lines suggests that the author of this poster drew three separate groups of ponies and only then stitched them together on this one giant poster.
Of course, both of these lines may intersect individual ponies when they go high enough, but these ponies were probably added manually, to make the lines less obvious and harder to spot. Mission failed, I guess.
