Actually, the pony on the rope (a ponified version of a teenaged Scrooge McDuck) is coming down from the steamboat boiler that he and Ratchet Gearloose ducked into in order to survive the explosion of the steamboat’s other boiler, thanks to sabotage by the first incarnation of the Beagle Boys; the flood was caused by the uncontrolled steamboat breaching the levee before exploding. Don Rosa liked writing and drawing bold, wild, comedic action scenes.
It looks to me like the fellow hanging on the rope was trying to get to the bell tower to warn everypony about the flood below (he’s just really slow) when glasses unicorn’s iron lung mailbox TARDIS suddenly popped into existence, knocking the bell boy off and breaking the tower.
