Makes sense Rainbow’s mother and father are divorced, actually. Probably why she’s so connected with Fluttershy and her own family.
Then again, it’s interesting to imagine Rainbow Dash growing up with a single father. It would make her the only one of the Mane 6 who did, and it would explain her personality a bit.
I would Trust the writers before the character designer on stuff like this.

Could be an uncle. I know many people who look nothing like they’re parents, but more like an uncle or grandparent.

A character designer is the last person I would believe about who is related to who
This is the one and only case where I’ll side with someone saying “They have similar colours so they must be related”. That is certainly her dad.
But that poster is really old. Have we only just noticed the similarity now? It does have the perfect colours.
Until the show says so, I’m going to think that because There’s no way in Hell they’re not related.
