Oops, sorry man! I was hastily putting this together ASAP before anyone beat me to the punch. I shall remedy that.
 
And a couple of people told me some ways to do the text. To be honest, I didn’t realize there was a technique to the whole text in a meme thing. But I’ll do better next time.

I generally don’t care about what people do with my vectors, but if this is >>1269571, you could at least link back to it in the description (and on DA too). If this is someone else’s, then I apologize for the spam.
 
And if you don’t want to pirate anything, Inkscape can render arbitrarily colored text with arbitrarily colored outlines. You can even have drop shadows, if you duplicate the text, make it black and apply a slight blur effect.

I have photoshop elements 13 and it does. I dont know how to vector or else i would be doing it constantly as i love how easy vectors are to edit into things. I think it requires lots of tracing with the pen tool and i dont have a good enough setup or a good enough hand to trace, i suck at drawing.
 
What you do is after you Accept the text changes with the green checkmark, rightclick and edit layer styles, go down to stroke and check it then mess with how thick you want the stroke. ALSO stroke can be added to ANYTHING, as with all the other options like with bevel and drop shadow its very fun to play with, and easy to add a black outline to a cutout of a person.
 
ALSO, there is great power in photoshop elements using the STYLES folder, in the effects tab in the right (layers, navigation, effects ect) highlight effects and see those 3 horizontal lines to the far right? click it and go to load layer styles. This folder that pops up is where you put .asl files you find on the internet. Also there is folders to put in patterns, and other things in photoshop. You can also buy elements+ which sort of… Forcibly adds a lot of the missing features that adobe purposely took away from elements to make it cheaper. Its 12$$ and its required to ungroup some specially made PSD files where people group smart objects.
 
Elements wont let you ungroup them for god knows why other than give us more $$$ to get the full thing.
 
I used some of those effects in my Sunset Wallpaper where i used a vector if you look in my uploads, its recent. The background was made using a infinitely repeated pattern texture that you can add to elements

Yeah…I don’t think Photoshop Premiere has that option for the text.  
So I just changed the color.

If you still have the file, i would suggest adding a white stroke to the text. Or a color of your choosing, but choosing a light and dark text with different stroke color makes it many times more readable.

Twilight’s face looks more like a nervous grin to me.
