Only those who are capable of hiding their IPs are able to do so. That said, it amounts to a hole 30 ft. up, on a 100 ft concrete-and-Rebar wall. You still need to have the ability to REACH that hole; it’s not like all anon posters are able to hide their IPs, and those who are usually have a good reason for doing it.
 
All things considered, the trolls able to avoid being banned don’t often, if ever, spend their time on derpibooru. Just because there’s a flaw in the system, doesn’t mean the system doesn’t usually end up working as intended. We’re looking for prevention, not perfection. ;)

It’s both I say. It’s not fair to expect people to not joke about things (especially when amongst friends or a social circle where such topics are acceptable) but it’s also not fair to expect people to like or tolerate things that bother them.
 
In the end, I think it’s a gray area to which there is no definite answer, and the best we can all do is have both sides exercise some discretion and tolerance of the other.
 
One of the reasons I quit using the site’s IRC, for example, was just how vulgar and racist it could get in there. It wouldn’t have been right of me to try and put a stop to it (it’s their social circle where such things are acceptable), but I couldn’t tolerate it either, so I just stopped logging in. And even then I’ve considered going back because I miss a few of the regulars, but I just don’t know how to do so since I can’t put up with that stuff.

That sucks. A jokes a joke, no matter how offensive, I say.
 
Eh, don’t entirely agree; A joke can make people uncomfortable too.  
And I consider that the main role of the rules; While there are other purposes, first and foremost it should just about all reasonable people to browse the site without feeling uncomfortable.  
(‘Just about all’ because a reasonable person can still have an unreasonable disorder, phobia, or similar, so some outliers would happen)  
Especially when it comes to discrimination; It’s really easy to get ‘tired’ of being discriminated against, and the jokes aren’t that funny for someone if it pokes at a sore spot.
 
I mean, I don’t hold it against you, but I’m on the side of whoever banned you the person who was banned.  
(Though, a ‘temporary ban’ is really more of a ‘probation’ or ‘time out’)

Actually, I managed to convince my teacher I was telling the truth about my dog eating my home-work.  
And this was with a history of lying about my home-work (I was just straight out a bad student until rather recently)  
It might have helped to have the scraps left, covered in the dried remains of my drink, a sort of concentrate sold over here to be mixed with water as something much cheaper than any other not-water drink (since the sequence of events was; Finish homework, keep it in my backpack for ages, spill my drink into my backpack because I’m a clutz, and then the dog came by and ate the homework while I was busy elsewhere - presumably because my drink smelled like food)
 
I find it’s usually easier to convince people of the truth.  
And above all else; Be confident! If you don’t contradict yourself, they’re unlikely to ever get evidence against you; Even if you fail to convince them, they can’t know for certain as long as you stay confident.

I remember my first ban…
 
Actually, It wasn’t even really my fault. It was an ex-friends. He thought it was a good idea to go on my phone, go on Derpyboo.ru (Oh, the memories!) Use my account, And be extremely racist.
 
To this day I swear I’m telling the truth! I never did those things! He even admitted to it too!
 
Bah what does it matter… It’s long over now. Still grinds my gears though…
