This scene actually spoke to me the most. The idea that Celly goes up as high as she can and vents her problems to her sister is very beautiful.

Seemed more likely to be that she knew Nightmare Moon would be released soon and that Twilight and company were the ones meant to stop her (Celestia more or less says this once NM is beaten). She noted in her story that she delayed sending Twilight to meet the rest of the Mane 6 (who she all knew/suspected were the new bearers of the Elements of Harmony). This scene was her realizing she could delay no more if she wanted to stop Nightmare Moon and save her sister.
 
Celestia originally intended to send Twilight to Ponyville as a filly so that she and the rest of the Mane Six could grow up together. She couldn’t bring herself to do it, and as the years passed, she realized that Twilight becoming friends with them would be more and more difficult. Sending her on the eve of the 1,000th Summer Sun Celebration (the time predicted when Nightmare Moon would return) was literally a last-minute, panicked decision by Celestia: it was either now or never, whether or not Twilight would be able to bond with the other Mane Six in time.

You can truly see the heartbreak with Celestia as she realizes what she must do with Twilight after looking up at the Mare In The Moon and thinking of Luna.
 
It’s almost as if Celestia didn’t want to, but had to, knowing someone would need to harness the Elements of Harmony in her stead to free Luna from Nightmare Moon.
