Actually, with some types of epilepsy, you can induce a seizure by rapidly moving light sources. Shaking images can induce it as well.

I know wikipedia is a bad source, but the sources linked also discuss how rapidly shaking light sources can induce seizures too.
Basically, not only can bright blinking sources induce a seizure, but rapidly repeating sources as well. Thus, this IS seizure inducing.
