I’m ready to bet that’s because it was only a gag scene, so they decided it wasn’t worth going the extra mile to make it look smooth.

It’d be really tricky and require a bunch of frame-by-frame editing after they add in the SFX. But with the kind of budget they get you’d think they can do it.
Just look at the behind-the-scenes of Life of Pi (a movie I haven’t seen but was impressed by all the CGI with) or Chronicles of Narnia, I think, too.
Couldn’t they give the actor a prop with motion-tracking markers instead of having him pretend to hold thin air? That kind of corner-cutting in such a high-budget movie looks kinda pathetic…
But in shitty frame rate =P
The difficult part is getting them to blend with the scene.
It’s like how it’s easier to animate a car than a person. Lots of stuff with skin and motion and all kinds of little details.

Fascinating how they could animate a robot with over 1000 moving parts , but they can’t make a guy look like he’s holding a plastic horse
Wait, what? That’s a real scene from a real movie? A big name movie? I was positive that was shopped. That’s… that’s sad.
