Anyway, the way I’ve imagined it is Spectra is carried in the blood and after you’ve harvested the blood from a pony’s body you separate it in the same way you seperate hydrogen from oxygen in water. perhaps the smoke is from the Rainbow Factory’s power plant?

Two words;
“Pegasus farts”
While I’ve never came across a detailed description of the process of just how living pegasi are broken down/transformed/converted into Spectra, every process has some sort of by-product. Perhaps there’s a thermal factor involved and we can figure pegasi have to be somwhat water based, so perhaps a fraction of Spectra is lost through evaporation?
As I said before it’s Liquified Magic Energy (LME) not PETROLEUM, you wouldn’t burn it, rather you would load it into a spectra-based arcane-dynamo, or into a magic reactor, or load it into a gun and use it as ammo, or fuel your spacecraft with it, not burn it… doing so would be wasteful and I doubt a Technocratic Dictatorship would be wasteful.
