If it’s true that she’s actually Queen Novo’s sister,  
I could see this being a voluntary sacrifice,  
in order to always have a designated regent in charge of undersea kingdom matters.
 
Not that there was any evidence of what her role was down bellow, though.  
Her husband is clearly some kind of guard or officer though.

If Sky Beak and Ocean Flow want another child, they’ll probably have to do it as Seaponies. Note that while Sky Beak is wearing a transformation necklace, Ocean Flow isn’t. Apparently he’s willing to become a Seapony if necessary, but she’s adamant about not becoming a Hippogriff.
