I think Salem came into being after the Grimm because, according to legend, the Brother Gods created humanity and the Faunus last so, the Dark God probably created Salem to over look any Grimm left over from his battle with the Light God and her humanoid form was meant to serve as the bridge of sorts.

Fun fact, the Nuckelavee is the only Grimm (aside from maybe Salem) to talk. Though, the only word it knows is “DIIIIIE!!!!”

I personally consider Salem to be the mother of all Grimm, if not some dark force who possessed a woman centuries ago. Kinda like Ilzarbella with Rune in Rogue Galaxy
