As long as you have complete obedience to the God Emperor hierarchy, you can do what you want. In contrast, communists are just as totalitarian, but they want ALL of your behavior to be controlled - from each according to their ability, to each according to their need. Thus, all actions/decisions you make must be determined by the ruling state to be your ‘ability’ and for your ‘need.’
