She probably didn’t realize she was wearing panties under her skirt (as ponies don’t seem to do) at first, so the first time she probably accidentally left her underwear up while peeing. And maybe she wet herself the second time trying to pull her panties down, as she wasn’t used to her hands yet and didn’t have magic. And probably had to stay in her wet panties until the Fall Formal, but at least her skirt hid her accident(s) well.

That statement would be incorrect. Animals can hold the pee in just like humans. This is proven by pets not peeing indoors, or by small caged animals having their spot to pee. It’s also proven by wild animals being able to mark spots with their pee, and not peeing in their homes. Also, it’s proven in The Last Roundup that the ponies do in fact hold their pee in, which was to be expected.
