^Because then the movie would have been 32 minutes long, and set almost entirely in B&W Kansas?
 
Also, in the book, Dorothy doesn’t meet Glinda until the end. It’s the other good witch who gives the exposition at the beginning. When the movie folded the two together, it created the plothole you’re referring to.

Something I never understood about that movie: why didn’t she just tell Dorothy how to get home right away?
 
And for that matter, why did she even give her the slippers in the first place, knowing they would make her a target of the Wicked Witch?
