Worse. Horse Play outright stated that the unicorns helping Star Swirl (before Celestia came along) were losing their powers forever.
 
While it might be up for debate how long it took for that to happen (depending on if the play was dramatized or not, I headcanon it to be), it was still a massive problem.
 
“Raising the sun every morning was so hard, it took five great sorcerers plus Star Swirl the Bearded to do it.”
“And every day, the unicorns helping Star Swirl would use so much magic, they lost their powers forever. Things looked bleak. Soon, Equestria would lose all its magic users!”
 
Granted, I don’t think Twilight would lose her powers forever if she tried helping, or alicorns in general, but I think that gives an idea of why Celestia’s magic is important.
 
As for Discord, chaos magic is just… powerful, and he seems to be able to move the sun and moon effortlessly, so really, it’s a good thing he reformed, while we’re on this topic.

I mean Celestia has run Equestria for over a thousand years. She’s never been in the action, sure, but as Twilight and co find out in this episode, bureaucracy can be kind of a mess. Saying she’s useless and her retiring is unimportant kinda seems narrowminded.  
I also don’t see how an amulet that requires Celestia and Luna’s magic to control the sun and moon is a “bastardization” of their power. We’ve already seen several times that their magic is needed to actually control them, and when that magic is taken away, they can’t be moved (with the exception of School Raze, which was a mess anyway).  
As for being a “gimmick to get a story out of the characters”, isn’t that the show? The episodes and the plots within the episodes for the most part always revolves around some character(s).  
I don’t really see what you’re upset over. That’s why I asked for you to explain but if you’re gonna be pouty about it, that’s fine too.

The amulet actually doesn’t make an appearance after being given to Twilight until the last 30 seconds of the episode, so not much of a joke being made, with the exception of Twilight Twilighting.  
Now that that’s been addressed, I’m really not understanding much else you’re saying. I don’t know if you’re saying Celestia seems unimportant now, even though in the grand scheme of things she’s never really done anything. The lesson of the episodes is about siblings getting along, and since it’s the last season, they probably wanted one last Celestia and Luna episode, since people seemed to like their sibling dynamic in A Royal Problem.  
Like I said, I’m not sure what the complaint is. You wrote a whoooooole lot, maybe make it a bit more concise? I’ve seen the episode so maybe I can address your concern?

Since I haven’t seem the episode yet, take everything I say with a grain of salt (and feel free to call me on it after the episode is officially released in the US).
 
There’s no way to make this look good. That trinket is another bastardizing of their power (and I bet it’s simply for the sake of a joke), in a series of the same, and in a character like Celestia, it really feels like someone should’ve been thinking a little more about these things. This episode, no matter the details, is several seasons overdue and it should certainly have aired before the two sisters decided, out of the blue, that they wanted to retire and AFTER Celestia had been shown to actually do something important, like the importance the show has put on Luna’s ability to enter dreams, and I have been told that this detail isn’t even mentioned in the episode. Forgive me if I’m judging out of place (maybe the episode has some detail that is missing), but it looks like people don’t really know what to do with Celestia other than make her do silly things that just make her look like a parody of some pointless queen.
 
Both about their position and the artifact, important things like that shouldn’t be so easy to go around because it them simply undermines the impact of the two retiring. Again, it’s like a parody of itself and, honestly, Celestia is bordering on the flanderization already; typical of those tropes that no one likes of the higher ups that are tired with their ‘stressful’ lives full of luxuries and just want to be ‘normal’. Not that they can’t want vacations, as normal people do, but I doubt there is going to be any level of subtlety about it. And we’re talking about a character that barely has an agency in plots or even any palpable impact in her world. I don’t know… I feel like the cartoon should be trying to convince me that she’s important, in a season where Twilight was worried about a late book and the sisters are going out in a vacation.
 
The carton hasn’t earned Celestia wanting a break from her job, just like the acting thing in Horse Play, it’s a gimmick to get a story out of the characters.
 
In a way, the whole problem with this episode isn’t in the episode itself. Don’t get me wrong… I bet that it’s hilarious just to see Celestia doing crazy stuff and I don’t have a clue what Luna is going to do, but I’m sure it’s going to be funny too. Heck, I’ll be satisfied if the two aren’t constantly bickering… It’s just… Whatever. Nobody should care that the sisters are going to be away because they’re easily replaceable. I doubt that the cartoon is going to punish Twilight and friends on their lack of ‘Celestia-skills’. It’s going to be some generic harmless things like Royal Problem and/or a monster doing non-lasting damage Twilight already deals with all the time Celestia and Luna never were.

The point of the episode is that they’re on vacation. They want a break from doing their jobs. And Twilight volunteered to run Canterlot for them while they were gone, because she wants to practice for when they retire. She asked to do this.  
The amulet requires Celestia and Luna’s power to work. They left some of their magic within it.

I looked for images of this because I thought that people were trolling when they said that this was a thing.
 
I don’t know what is worse. That the princesses are so petty that they won’t move the sun and the moon twice a day, or that the cartoon has bastardized the concept so hard that a knick-knack to do just that can exist, in addition to, again, ‘not-Celestia’ doing Celestia’s job because she went on vacations in the season that pulled out that she wants to retire.
 
My god. I cannot wait to see this episode in its full glory.
