I think they’re just afraid that some knowledge of arcane magic could be used for destructive or world-ending purposes, much how like the discovery of atomic fission lead to the nuclear bomb (which is why they might be locked in the Canterlot Archives Restricted Section)

Does Equestria not have a single team of elite magic users or anything? With Arcane magic books being that accessible, you think there would be a powerful magic army that would be ready for the next villain…
 
But then again, I guess shouldn’t question a show called “Friendship is Magic” because that’s the point of the show. But they introduced so much cool lore and world building, it would be a waste to not go the route of a full fledged adventure series :/
