I think one thing is overlooked. Starlight, unlike the others was zipping around like a Pegasus, while the others were just hovering in place. That’s the thing Twilight was most likely pointing out.

I mean, I’m fully aware of that, but a unicorn levitating themselves is something that’s rather rare. Pumpkin Cake was explicitly noted to be having magic surges, in the debut episode that involved levitating herself and teleporting.
 
It’s not something we have any proof of being a common ability outside of ponies who are either explicitly or implicitly good at magic (implicitly meaning Twilight Velvet, and Trixie, since the latter obviously learned from Starlight), and we can deduce that Snails is at the very least good at telekinesis, considering how he’s good at his Buckball role.
 
As far as a possible reason (headcanon) I’ve seen for why it isn’t too common, you have to get accustomed to the sensation of having a levitation field over your horn, while it’s also casting magic, otherwise, you run a heavy risk of losing concentration and hurting yourself.

Once you discount the feats that can be explained as applications of their telekinesis (self-levitation, energy blasts, shields),only Twilight, Sunset, Starlight, and Trixie at present (Star Swirl isn’t technically present) who have been able to use spells without outside help (artifacts, curses). That’s a small enough present of the population we can’t call the race overpowered.
 
My headcanon is unicorns apparent superiority is that they’re the most scholarly of them. They’re the ones who study and research their powers and applications, and write them down so others can duplicate them. I don’t even know if pegasi and earth pony magic works in a way that can be studied that way.
 
But really the issue is it’s a character driven show so a balanced, consistent power system was never a priority and something they never hesitated to disregard when it served the narrative.

Levitation is basically applied magical force to alter acceleration on a given mass. How easy or difficult that is being an issue of how much magic is used efficiently to accomplish this. Self-levitation is only more difficult because their own acceleration is what has to be accounted for, including physical movements, without the benefit of outside perspective, requiring spatial awareness.
 
Even pegasi flight requires that to master, as demonstrated to an absurd level by Rainbow Dash. Snails also demonstrated this in his instinctive actions catching incoming balls in baskets. Therefore, of course he has the ability to self-levitate, because of instinctive spatial awareness.

Problem is we’re never really shown the true scope of what “OP unicorn” really is in this world other than this. By the standards of alicorns and other beings however…  
► raising the sun and moon  
► manes constantly moving on their own  
► being thrown through a mountain and come away without as much as a blemish  
► quite literally RAISING THE DEAD  
destroying an entire section of a city  
The only one that really is overpowered and have shown it is Discord and possibly Grogar. Tirek can’t be a factor because his power comes from the absorption of others, like a game of Agar.io.
 
And you can’t bring up the argument of time spells because any unicorn that could get their hooves on enchanted items and spells can cast them at will. Look to Trixie and the alicorn amulet, Rarity and the cursed book of inspiration, etc. And even in the case of non-unicorns, Cozy Glow had the knowledge to be able to subjugate Starlight and nearly eliminate all magic from Equestria. And if you want more of a non-magic caster having powers over magic, look no further than the Mane-6 and the Elements of Harmony.
 
It’s more like each race has their power card, unicorns happen to be shown more frequently because of how visible their magic is.
