I am sure Shining Armor and Cadence’s reputations got goofted up due to the Sombra mess Discord caused.

Celestia- You know what, in like, one episode, you aren’t my problem anymore!

The real villain of season 9 is Discord because of torturing the villains:
 
Sombra: Was dead  
Cozy and Tirek: Imprisoned in Tartarus but at least able to talk, walk and everything else  
Chrysalis: Being free and mentally instable. She wasn’t a real threat anymore
 
Then Discord appeared and Sombra got brutally killed and the three others got turned to stone while still being able to thing (a fate worse than death). Not to mention that because of him Equestria was almost destroyed twice (ep1/2 and ep 24/25) and the Tree of Harmony got destroyed and turned into a treehouse.
 
With his “good intentions” he caused more evil and destruction than any villain before.

I thought it wasn’t paved at all, since apparently it’s in walking distance of ponyville and they barely have cobbles.
