Rarity’s propensity for the dramatics doesn’t necessarily make her less Lawful, though I’ll grant that Twilight probably is a better pick for “Lawful Good” (Rarity would be a more downplayed case, if “Lawful Good” works for her), because Twilight “read the slumber party manual when a tree branch comes into play” Sparkle is definitely on the Lawful side (her MO overall tends to be organized, coupled with her strong sense of duty). Applejack also works well under that label.
 
In any case, the reason I didn’t bring up Twilight is because this chart didn’t.
 
(As for say, Starlight, I think by the end of the series, “Neutral Good” would work.)

Rarity is truly neutral good because she’s obsessed with order and organization as well as cleanliness but can get over dramatic. Twilight is more obsessed with order and organization but tends to be a voice of reason like her adoptive younger brother Spike. Twilight may be obsessed with order but she is the best example of lawful good.

They’d lean towards Neutral Evil, if anything (they’re con artists that ended up running a resort), with the caveat that they’re obviously far less evil than Chrysalis and Tirek, just quite self-serving if anything, and whether it was because they had standards, pragmatism/self-preservation (you could see any of the three killing them, they probably could, so it would’ve been in their best interests to act against them), or some of both, they helped save Twilight and her friends from them.
 
And I think Rarity fits more under “Lawful Good,” and Celestia “Neutral Good” (Celestia’s mischievious side, not minding it when Galas are mixed up from the usual monotony, with the caveat that she fears going completely unrestrained, to be Daybreaker, so she doesn’t mind rules on principle).
 
Diamond Tiara, maybe not True Neutral, as opposed to Neutral Good (doesn’t help that we didn’t see much of her in the show, post-reformation due to Executive Meddling; her bullying was more Neutral Evil), and Flash Sentry is Lawful Kinda Flat Character (we really don’t know much about him, do we).

Tirek and Chrysalis are both Neutral Evil, actually, with more of an emphasis on the “Evil” part, especially with Chrysalis.
 
Chrysalis practically has no honor, and she’s motivated by personal gain, above anything else, and while Tirek arguably has more honor than her (letting Twilight’s friends go in exchange for the magic, being self-centeredly pissed about Scorpan “betraying him,” ultimately giving Chrysalis her magic back, and being frustrated about Chrysalis putting emphasis on “me”), and is arguably less sadistic (more pragmatic mindset), he isn’t particularly bound to his word, either, and everything he ultimately does is for power, as well (draining magic). It’s notable how Tirek backstabbed Discord at the first opportunity too, and his speech on “offering Discord freedom” was ultimately manipulative.
 
They also don’t seem to have a problem with either Lawful or Chaotic means, have any particular ties to either side of the spectrum; being a tyrant doesn’t preclude you from being Neutral Evil.
 
Chrysalis’ claim to “Lawful Evil” completely fell apart in S6, when the “feed my people” claim to sympathy was undermined (but she was always sadistic regardless), and especially with S8 and S9 in mind.

The Storm King is absolutely lawful evil. His country was organized like a modern nation state and it makes Chrysalis’ hive look primitive by comparison. He even evidently had his own SRE participating in what appeared to be a capitalist economy.
