This is being silly. Real people don’t look identical to one another by pure chance, but awfully similar. Maternal twins too, even with their blood being so.
 
An identical base used over and over and over again with different costume and manestyles doesn’t change the fact they all look alike, particularly with the standard mare base. The other creatures in their world have much more uniqueness by comparison, not as many of them, introduced later on when the show caught on and they didn’t need to worry about ratings, and there is often more focus on individuals.

Is it any wonder with the same bases being used for most of them? Dragons and others largely look unique, as they showed up later on and didn’t need to be as economical as they did early on.
