Both examples, Cheerilee’s class and the friendship school does not really support your theory here. Cheerilee’s class had Diamond Tiara and Silver Spoon, and one is due to issues with her mother, and the other just grew out of it.
 
As for the Friendship school, we had Cozy. You could argue the other students were easily led into going along with her, buuut that is most random mobs in MLP.
 
As for the high IQ thing, that also depends on the school you are talking about. Twilight was more found by Celestia for her huge amount of magic potential than her intellect. Quite a few ponies, like Moondancer, are shown to have a high IQ, but they are not regarded that highly by others due to their lack of social ability.
 
I also really doubt Equestria has the death penalty, it’s often meant to portray a place where almost everyone belongs and has a place, it’s alot more welcoming and friendly than most places are portrayed. Tartarus is the best they can do, and it’s obvious it is not used alot.

what good is good, what bad is bad. 13 yr old is old enough. have you been at school ever? There is 1% of students with good hearts, the big rest is a pest. doesn’t matter how big iq they have, if they are trash they must go away. the main problem of world is it chooses those with high iq, and it does not matter if they have any compassion or not. still, instead of sending to hell, it should be kindly put down for its own (it keeps damaging its karma) and others good. hell shouldn’t exist.

That was weird for me, Cozy Glow in every way was an awkward villain. I figured she was Chrysalis, but that was untrue, then I figured she must be a adult, but really short, but that also never happened. Then…they apparently sent a 13 yr old to their version of hell…It’s just so odd to me that they used a child as such a egomaniacal monster that nopony, even Fluttershy, was willing to try to help. She was just that evil nopony cared she was a kid. Not even her family apparently comes to argue her case.

I like how she intentionally posed like that. She looks so pathetic that it’s inevitable that someone will feel bad and release her, even if it’s a generation from now when someone that didn’t live through the events doubts how bad she was.
 
I was disappointed though that she show wasn’t willing to deal with the difficult question of what her family thinks of this.
