Telling the truth I don’t remember seeing any G3 or G3.5 baby pony (at least without diapers) so I can’t tell if they have cutie marks since their first steps, or even if they are even born, since there are no males in pure G3.. but in the G3.5 they are here (and New Born Cuties aren’t taken seriously by anybody, so their version of creating pony is ridiculous). It’s pity that this cutie mark/symbol earning was banned in the early of G1 and didn’t return even in the era when they started to reproduce in the normal way..
