Twelve stars - on the EU flag this was never explained, as there were either fewer or more member states, it is supposed to be inspired by the Mary symbol where the Virgin Mary is depicted with a wreath of twelve stars. But in Equus it is observed that religion is quite sparsely distributed (magic makes faith superficial, and in the movie we saw how absence leads to strong superstition) in comparison to our own world.
 
Then it means that PN meant “Pony Nation”, the word “nation” only suggests an apolitical concept of a cultural or identity-based community even if segregation prevails. The word Equestria means “the land inhabited by the ponies” without being united. In Scandinavia we have the word “rike” for such a construction, which is difficult to translate into English, which may have apolitical and political content, which may be used on Equestria. Denmark means flat land populated by the Danes.
 
The twelve stars must then mean twelve states in Equestria. We only saw snippets of three states in the movie, Maretime Bay obviously being part of a larger state where Phyllis may have had a strong political influence that her son took advantage of, while Briddlewood had Alphabittle as the undeclared leader as a community, while Zephyr Heights is definitely the empire of Equestria. Crystal Empire may be one of these states.
