Neither. It’s a piece of music intentionally composed to be literally impossible to play. There is no such thing as an actual successful performance of the piece because it’s not actually possible to play it.
 
“Impossible” in this case meaning actually legitimately not possible.

Except unlike Faerie’s Aire, the William Tell Overture isn’t intended to be literally impossible to perform on any instrument or combination of instruments with any number of fingers ever.
