It appears the tag has been removed. And your first instinct is correct: since Spike is not in the image, it should not have the tag.

I’ll admit my confusion as to how the character tags work on Derpibooru. Spike is not in this image, but it’s tagged for him. It’s implied that he’s in the scene, so is that why his tag is here… even if he’s not?
