Hopefully the layout artist knew to only put a pegasus pony there when the time came for layout animation.

I get the feeling that this stallion was originally drawn as a unicorn, but then the storyboarder realized he needed to have wings in order not to reveal the = cutie mark too soon.

There’s never been any reason to believe that a stallion couldn’t ascend into alicornhood. That being said, that doesn’t mean we will likely be getting one in the show itself, and I’m pretty sure the one in this picture was added just to mess with people.
 
But yeah, Hasbro probably won’t bother with adding any as long as princesses sell better. That doesn’t mean that they don’t exist or aren’t possible, it just means that we aren’t about to get one in the cartoon itself unless something clicks in the marketing department. Or if we get some world-building stuff in which there could be some ancient alicorns or something, but that’s a little far fetched.
 
Besides, the only realistic candidate is Shining Armor, and it would take a lot of screentime to make a story arc about him ascending into alicornhood, and given the shows lack of focus on any characters other than the Mane 6/Spike/CMC, that time investment seems like an unlikely proposition.
 
Maybe the IDW comics could do it someday though. It could potentially make a decent arc for those.

Yeah, Shining would be the best choice. He’s already an established character and prince consort, so now all he needs is a story arc that would make him receiving an ascension believable.
 
The problem is that the show doesn’t have that kind of time to dedicate to secondary characters.

Why so surprising? No reason whatsoever to believe that a stallion couldn’t be an alicorn just because they are male.
 
That being said, this is likely either an animation error, or maybe something added to the animatic to mess with people.
