The main difference that I see between them is that Rarity goes through daily life as if she were always on stage. She puts on airs. She puts on an accent. To the best of her ability, everything about her outward appearance is deliberate if not always focused.
 
Sweetie Belle does not play a character. She wears her emotions on her sleeve like most little kids do. Her fondness for designing is born out of a misplaced sense of identity, not a genuine artistic interest. It is difficult to say what Sweetie Belle is, because she does not really know herself.

Sweetie Belle is probably the least intelligent of the CMCs. Of the three she usually catches onto something last. She can’t figure out how to cook, not even to the point of realizing that she can’t cook. She’s watched Rarity make dresses for years but didn’t know how to use a pony form mannequin as a sewing model. She’s been painting for years in arts and crafts but never realized she had to wash the brushes. Although she has had some good ideas (“We could tell Applejack…”) they’re not so much that she knew the solution, as recognizing the wisdom of going to someone who might actually have a solution. And look at her other ideas. She’s not retarded, nor a one-dimensional klutz, but she’s more dense than Apple Bloom or Scootaloo.
 
She’s also not that sweet. Whose first thought was that her sister was trying to outshine her at her own 5th birthday? Whose idea was it to manipulate Rarity into doing the Sisterhooves Social? While it was largely justified by circumstances, whose idea was it to disown her sister over refusing to participate in same? Whose idea was it to use that same guilt trip to later manipulate Rarity into going camping? (At least in that case, she was doing it primarily to help out her friend Scootaloo.) Whose idea was it to use their friendship with Twilight, and specifically to use Twilight to manipulate all the other foals? Whose idea was it to sabotage Rarity’s sewing? She can be sweet, but no, Meanie Belle is canon. Neither bright nor generally sweet, she is however adorable.
 
Scootaloo is surprisingly probably the smartest, but the most lacking in wisdom by a wide margin. And also surprisingly, she’s by far the sweetest. None of her schemes have involved deliberately trying to harm anyone else. Apple Bloom tried to kill (or at least humiliate) Babs; Sweetie Belle tried to ruin Rarity on several occasions. Apple Bloom is sort of in between. She’s not quite as reckless as Scootaloo, though she has done some pretty foolhardy things (even if going to meet Zecora turned out well in the end, it basically involved seeking out someone all her elders except Twilight considered dangerous; and poisoning herself with cutie pox wasn’t exactly an inspired choice either). And while she’s more intelligent than Sweetie Belle, she’s prone to stubbornness and impatience that get her in trouble.

To understand Sweetie Belle, you have to remember that first and foremost, she’s a fun-sized version of her big sister Rarity. As such, she has all of Rarity’s personality quirks, but none of her experience.
 
So yes, Sweetie often acts like a ditz, but that’s because she’s seen her big sister act like the “damsel in distress” and is trying to imitate that. It looks like ditziness because Sweetie’s too young to understand what seduction is.
