Showers set at beaches are usually set farther back. The picture is just exaggerating its placement for the sexiness. Showers are good for when you want to get into a pool or the ocean (whatever the reason) so you can first get used to the temperature of the water at a more comfortable pace instead of just hopping in.
Also for beaches its good for when you get out afterwards and want to wash off the salt from the water. and the piping is probably not made of metal so as to protect from corrosion.
