Headcanon time:  
Im assuming that Luna lived outside Canterlot before and during the Canterlot Wedding, and then she moved in after that event so she could more ready if anything happens to it. And at this moment, she is very comfortable with modern day stuff, hence the casual outfit.  
Also, I modified the watchtower a bit to make it Luna the Dreamweavers workspace. Sometimes Celestia uses it touhspy on people.”

Snazzy top-panel architecture, and I see the onscreen scale discrepancy ’tween Celly & Lulu has been amusingly replicated. Now all this needs is a gravitational-pull pun.
