No, not always. A foal showing off their butt in a seductive way but with no genitals drawn in still counts as foalcon.

We have safe foalcon here though. Foalcon is simply a relationship or sexual act between a foal and adult pony. It doesn’t have to be explicit, it just usually is.
This decent animation is a good example of non-explicit foalcon.

You misunderstand - I added the foalcon tag. I was explaining that the tag isn’t just used for explicit pictures.
Dafuq? A spanking can and can not be sexual in nature. A spanking for dicipline is not sexual (regardless of one’s opinion on it’s efficiency), while this clearly is.
Shouldn’t people who don’t like foalcon have foalcon on the hidden list?

People who don’t like foalcon are often really sensitive about it and deserve to not have to see even a suggestive image. Also, as I said, lots of pictures rated suggestive have that tag, so that’s the standard here at Derpibooru.
A parent spanking their child is a completely different situation and I don’t see how it’s relevant to this image.
