Yep. Ever since the 1980s, he had basically laid the framework for all of shonen manga.
Naruto and Bleach would have not even existed without his influence.
Dragon Ball was not only a great franchise in and of itself but also probably most influential manga of the modern day.
He is basically on the same level as other greats like Tezuka of Astro Boy, Araki of Jojo, and Miura of Bleach Berserk.

I originally don’t get it on why this image is featured until I saw the recent past comments here, which I understand it’s about the passing of Dragon Ball’s OG creator, who goes by the name of Akira Toriyama.
I never touched the whole Dragon Ball series deeper in my entire life, resulting I don’t know who’s the OG creator of that series until now when I saw a recent mural texture mod of this Akira Toriyama guy for GTA San Andreas, which prompt me to search Akira Toriyama on Google, then found a recent archived livestream on YouTube about Akira Toriyama’s work history in ONLY in JAPAN GO by John Daub.
So basically, Akira Toriyama is one of those great fathers of mangas, or…?

My Little Pony - 1992 Edition

I’m currently binge-watching OG Dragon Ball, and then I come and see Goku pigging out on the front page. Some things never change. lol :)
Of course most of everyone seeing this comment probably know WHY I’m binge-watching it. I’m starting from the beginning, working my way up, because of Akira. I’m currently at the Muscle Tower Terminator episode.
