They did. Not to mention some characters can hide their true power by lowering their ki (which can make them appear harmless). And even the most skilled fighters can still be caught off guard or have weaknesses (e.g. being sick like the time Goku couldn’t fight because of having a virus in the Android saga). Plus the series also has ways of defeating opponents that involves the characters using their brains over their brawn (e.g. cutting a Saiyan’s tail off because it makes them more powerful during a fool moon).
The power level thing was mostly big during the Saiyan saga and even then the series still kinda mocked the over-reliance on scouters and power levels. The villains of that saga kept underestimating Goku because he was considered to be weak low-class trash. The villains, Nappa and Prince Vegeta were high-class elites and kept being shocked and angered at the idea that they were being surpassed by him. Despite his background and his upbringing, Goku still managed to be better than them because he trained hard and had many good teachers that helped him as well as friends that helped him along the way too.
The Namek Saga (the one that came immediately after that one), Vegeta does more or less find out that he can’t rely upon that sort of thing and mocks the other characters who rely on their scouters too much. There’s stuff in the series where characters mock putting too much trust in reading those numbers.
The arcs that came out before and after those don’t really even talk about power levels. But thanks to certain Daizenshuu magazines (and other magazines) that show off the character’s powerlevels and the fanbase’s obsession with them, people constantly focus on that.
And I kinda find it aggravating because I think it takes the fun and some of the tension out of a lot of the fights. It just more or less becomes a
dick measuring contest that boils up to a game of numbers. Not to mention the numbers start getting pretty insane after a while. Remember the over 9,000 meme? The meme was a bit inaccurate due to a mistranslation. Vegeta and Nappa were originally shocked by Goku having over 8,000 in his power level. But now there are some characters in the films, games, and other spin-off material with power levels anywhere from 3,000,000 to 1,900,000,000 or more. Like geeze man.
And the worst thing about it is if you really follow these power level stuff to a T, you end up having to do one or two things with the weaker characters. And either choice is bound to upset the fanbase so it’s lose-lose in either case. You either give into the power creep and push those weaker characters aside and have them be completely useless. Some people will complain about Goku getting the lion’s share of attention if this happens (and I can’t necessarily blame them for that).
Or alternatively, you have the weaker characters catch up and now be able to fight alongside the more powerful ones. Some people complain because they don’t like seeing the weak characters actually do things the stronger ones can and get upset because them being able to catch up just doesn’t make sense. And while I can understand some of their grievances with that too, I’d honestly rather have this option so the other characters in the series get their chances to shine too.
