If it matches the criteria for sapience, and has a sufficiently advanced neural system, then I’d declare it so.
 
Does it recognize itself as a separate entity? Is it capable of meta-cognition? Is it capable of abstract thought and non-linear problem solving?
 
If it relies on pulling data from a bank using an algorithm (machine intelligence) then it is not capable of sentient thought. If it thinks through abstractions, and pattern recognition, then I’ll start to consider it.
