It's part of a What If miniseries where a bunch of AU Miles Morales becomes a different super hero other than Spiderman. Captain America, Hulk, Thor, etc. The final issue will be some multiverse team-up or somesuch.
This one, ouch. It just doesn't make Miles Thor-ales a "black" stereotype. It straight up turns him and Asgard into a list of "urban" stereotypes.
I'm having trouble finding adequate images to showcase just how permeated the low-key racism is here, but just know it's very, very much a case of quantity over quality.
Like this image alone is actually mostly harmless but I cannot overstate just how overloaded this kind of stuff is in the issue.

Why is his armor a hoodie? Because "black". Why is his man-skirt a shirtwrapped tied around hims waist? Because "black". *Why is Mjolnir graffitied, and why is graffiti covering every square inch of Brooklyn-gard?* Because "black.
