Because, if y'all have seen past movies and specials (like Alien Invaders or the Live-Action Movie), Shaggy fell for other girls and not just Velma. Yes it's like an one-time thing, but she can get with others if he wants to.

So, unlike what will happen to the Twins from the Owl House in terms of romance, I don't mind Shaggy moving on with anyone. Heck, at least he's with Scooby-Doo. (In a friendly bro-ish way, don't take this as zoophile bs)
