What makes it weirder is that the Empire designed it, not the Rebels.

The Rebels just happened to be pretty good at stealing them.

Having medical decks that exposed all on top of one another is a totally horrendous idea.

The spine/docking ports could use some adjustments…
I can see why the Empire wasn’t that bothered by Rebels snatching them like crazy.

I theorize that the Nebulon B was forced into production, but either was unprofitable or the empire didn’t want it so was deliberately flawed to try and get it discontinued, and or a cost cutting measure,

I mean, it’s a hospital. They aren’t supposed to be near the front lines. So poor defensive ability is supposed to be moot.
The docking spine being so open is supposed to be so everything from single pilot fighters to full sized capitol ships can slide up and dock. Sometimes multiple at the same time.

Alright Dusty, how many Star Destroyers would it take to bring down this big fucker?
The Harvester Mothership from Independence Day Resurgence:

Since a single determined Star Destoryer can glass a planet, probably just one to critically damage it if it didn’t fight back. Otherwise, a small fleet probably would make short work of it.
Normal and Heavy turbo lasers have the impact of small nuclear warheads, as despite their name they’re not lasers at all. They’re blasters, which are a hybrid of particle cannon and rail gun/mass driver. It’s the equivalent of throwing high explosive asteroids at around at relativistic speeds.

Which one? Star Destroyers range from the dreadnought class like Executor, Capital class like Supremacy, battlecruiser class that was First Order standard, to cruiser class which was the Republic-Empire standard.
The answer of course is depends on if you take Legends or Canon. In Legends, 1. MFers down to the piddly cruiser class was known to glass whole planets in a 24 hour period. Chancellor Sheev would in a completely bored manner send one to wipe the stain off the galactic map. In Didny Canon…I’uno. They never seemed that impressive on the big screen, their threat being more as a carrier with a fuckton fighters than the battlestars they ostensibly were. So Emperor Sheev would send…2 to wipe the stain off the galactic map.
I only saw a bit of Resurgence but did they ever install antivirus software?

Weapons in Legends are OP as fuck.
That’s why I always get a kick out of people who think that a Galaxy class from Trek could win against a Star Destroyer.
The energy scale alone is massively in the favor of the SD, just in raw output. Not to mention the tactical advantages of sheer weight of fire (rapid fire turbo lasers, point defense turrets, and missiles), the fact that most SDs double as carriers and troop transports meaning the Galaxy class would have to deal with TIE wings and boarding actions, and the slower firing phasers and lack of any meaningful point defense systems would leave them sitting ducks. And as we saw in DS9 with the Breen energy weapons, Star Trek ships are vulnerable to ion cannon like weapons just as much as the ones in SWs.
Anything short of a Borg Cube or 8472 Dreadnought wouldnt be able to scratch a decently armed SD.

You’re definitely correct on a strictly technical level. Most Federation ships would be substantially outclassed by the Empire, especially when it comes defense and weaponry. That being said though, I usually prefer to argue for the Trek side because they have the power of informational contrivance on their side. You just know that when things are especially dire, the science officer is going to figure out that configuring the deflector dish to emit some special variety of energy pulse will completely overload the shields of their attacker and take the opposing vessel completely offline. And because the Emperor is apparently big on terrifying doomsday weapons and entirely impatient with quality control inspectors, it will likely destroy the thing as well.

I believe the idea that it would be easy comes from the idea that without the shields from trek it would be easy to use the transporter to plant a photon torpedo into the ships reactor core,
