I actually agree a little bit here.
Luke, at least movie Luke, wasn’t actually super interesting as a character. He was more interesting as a sort of cultural touchstone and representation of Star Wars. He was basically Mario, the image of the brand.
I wouldn’t call him boring per se, but as a standalone character Luke wouldn’t have been that interesting, he and his story were interesting due to the world they inhabited.
Now, Luke got much, much more interesting in the expanded works, as well as in hindsight when we learned the full story of his Daddy.
Also, quick aside, Luke technically isn’t the “Chosen One” per se, at least not in universe. Anakin is, but Luke’s story is still a bread and butter “heroes story” so he feels like the chosen one.
