As far as I can interpret from the other sources I’ve found after searching it up on google, it states that any extraterrestrial land/real estate/celestial bodies etc., belong to all mankind, and cannot be claimed by any single nation-state, which is what i assumed you were referring to with the ‘not according to the government’ comment.

I haven’t played the data battles back when I owned KH2 Final Mix for PS3, but I have seen videos. I’m only speaking from when I first squared off against him in my teens.

I honestly didn’t have any trouble with the regular Demyx battle. Not even on my first run.
