Walter Benjamin sums it up pretty well, "Fascism arises when a revolution fails".
The historical trend of fascism comes as a mobilization of the upper and middle class in a country against a period of worker revolts. The rise of Nazi Germany occurred due in part to the failure of the revolutionary inter-war period which made the German middle class and Freikorps consolidate to seize power against the known insurrectionary communists. Italian Fascism was born out of the "[Beinnio Rosso":](https://en.wikipedia.org/wiki/Biennio_Rosso) in Italy, the two years of revolutionary activity by the Italian working class against the government, the Fascists were born out of this period and became organized under the party of Mussolini for their later march on Rome.
The ideological/values argument of fascism ultimately fails because most or all national entities or parliamentarian groups are going to crib from the Fascist playbook as written by people like Umberto Eco, not as a matter of optimal political strategy, but that's the nature of these parties; who are organized from the same economic classes that would form a fascist united front when counter-radicalized. Historical fascism has also had a tendency to rip around and do whatever it takes to uphold its imagery. Mussolini's Fascist party was notoriously back and forth, being founded in part by a poet who was later imprisoned or executed for being too queer or something.
The model of Italian fascism as well also ripped back and forth along the 2-dimensional "spectrum" often used to describe politics. The Fiume affair under D'Annunzio was the formative case of post-war Fascism where Italian decadent poet D'Annunzio and some of his old military hands went to take over the Italian/Croatian city of Fiume/Rijeka as a reaction against the post-war situation in Europe. The Free State of Fiume would flip and flop back and forth along the spectrum, starting at the hard right and moving left as its own political situation changed, all the while rejecting such things as socialism and communism but applying a coked-up facade of democratic principle and theater*. Ironically, Fiume received significant aid from Left Syndicalists who'd steal freighters to send to the city, it was entirely supplied by piracy on the Adriatic; so thanks Vaush, for keeping the Funny City alive I guess.

*It should be noted that while Fascism is described as "anti-democratic" it's still practically pro-democratically since often times democratic institutions and measures has been deployed to back the validity of the state, even if openly fucked.
