Yes, it _always_ seems to be the already-established trying to keep the new guys out. And this isn't just limited to piloting. John Stossel and/or Reason.com has done some videos on excessive training and licensure for things like cosmetology (among other fields of work)...and I agree with them that they shouldn't require X amount of hours of training and tuition for simply braiding one's hair for money.
