“Pull yourself up by the bootstraps” is a conservative slogan. It’sssupposed to mean to not rely on the government for handouts and earn your wealth through hard work.
 
As with most things when the GOP gets its mitts on it, it’s now more of a dogwistle to deny government handouts for the poor.

Exactly. That was literally the point behind the phrase in the first place, to mock the idea that anyone can get to where they are without help by connecting the concept to something physically impossible to do.

Have you guys noticed that authoritarian regimes are unsurprisingly using the virus to their advantage to silence their opponents?  
Case in point, Hungary wants to extend a state of emergency to give their PM powers like ruling by decree indefinitely.
