I personally haven't touched my PS4 in awhile, but usually it just works, I have had trouble getting the dang thing to go online using hotel Wi-Fi before, but that was because it didn't provide functionality to view a web browser to accept the hotels license agreement.
Are you using a Android phone or are on AT&T?
Because AT&T has never enjoyed me using Wi-Fi Hotspot sharing on my phone for free...
Do you have other devices using the Wi-Fi on your phone also? Or is it just your phone and your PS4?
