Eh, not exactly. Forerunner Ancilla are just as susceptible to rampancy as human AI, they just have a higher knowledge threshold before they “think” themselves into homicidal insanity.
 
Cortana having a split off half of her boosted with Forerunner coding would theoretically mean she also gained a higher threshold than normal AI…until her time with the Gravemind’s constant logic bombs screwed that up.
 
The bottom line is that Cortana’s stages of rampancy is atypical.

Honestly, it seems sketchy that they never tried to prevent an “information overflow,” like a hard limit where the AI needs to deleted data to add more. Like a thumbdrive.

I’m sure they tried, but rampancy doesn’t work like that. Rampancy is when an AI undergoes an existential crisis; they finally “understand” that they aren’t real and will never be. The 7 year limit was enacted as that was the average safe time before AI get “smart” enough to engage in prolonged naval gazing.
 
Memory wipes would help in theory, but at the same time might force the AI to confront the reality of its own being that much sooner, if not cause unpredictable timeframes on when they start to reach rampancy later on. And hard limit memory sizes is the difference between a programable VI and a learning AI.

That’s actually the end stage of rampancy: metastability. Rampancy basically amounts to the 5 Stages of Grief, with the end stage being Acceptance (Metastability).
 
It’s just, you know, the stages before that leads to a lot of deaths. So humans make a point to avoid it all together.

You say that like their government wouldn’t see that as acceptable losses. Also, is it 4 or 5 where a bunch of spartans are found floating in space? And why did the elites rejoin the Covenant?

The number of Spartan 2s has always been inconsistent. Spartan 3s were supposed to let authors pad out the numbers, but a lack of communication still made the number of 2s vary.
 
Then Halo 4 introduced the latest generation of Spartans and now there’s as many as any story needs.
 
The Sangheili at large never rejoined the Covenant. The Elites you fight in 4 are a splinter faction trying to recreate the Covenant and are at war with the Arbiter’s Elites.

And that doesn’t help that I can’t play an elite in co-op. Seeing three Master Chiefs gets old quickly.

Yes? Master Chief is a Spartan 2, and the only Spartan you see for the original trilogy.
 
Reach gave us Spartan 3s, and every Spartan there is a 3. Except Jorge, he’s the sole 2 in the game.
 
Halo 4 introduced the Spartan 4s. Other than Chief every Spartan there is a 4, including the ones you play in Coop and Multiplayer.

At least Halo 3 got creative and made all 4 players in the campaign a different character.

That’s why a lot of people liked Mobile Suit Gundam. It has enough logic in universe to make it understandable without coming across as future space magic. Now look where we are; Japan built an actual Gundam! It may not be like the anime, but A.I. Motors, Gyroscopics. All pretty much something We have. The next step would be Beam weaponry, but we’ll get there.
 
Same with how the two Ghostbusters movies tried to explain the Proton Packs which is very much Sci-fi; One gave a calm, but subtly tense moment of the crew realizing how dangerous the equipment is - while the other had them throw random science gibberish out “I discombobulated the Bunsondoingle and reinstituted the Garbobbleflux and wah-lah!” then stood there as one flailed around like a deflating balloon.

Nintendo doesn’t want to pay for the expensive moderation of voice chat, because it would mean raising the price of their online services,

it’s significantly cheaper than MS or Sony’s, but paying for all those people who speak so many languages to moderate voice chat will raise it’s price, because proper voice chat moderation on that scale costs millions a year,
