Front page

Most other boorus seem to have a front page where no pictures are displayed, but have a search box, a title, a counter, and general notes. I would like to see the same implemented in this booru, if possible. Users who grow tired of this could easily bookmark the index page.

A previous change to the homepage showed that most people prefer to have pictures on the front page.
