Name-change disabled?

I cannot change my username at all, there is no option to do so when I click on my settings, and when I use this link (https://derpibooru.org/users/edit) it says I cannot access that page. Was the ability to do so deleted or closed for construction?

Report your account and a mod can look into changing your name until the feature is back.
