Celestia and Luna had a complex relationship before they Luna became Nightmare Moon. Celestia blamed herself for her mistakes when dealing with Luna.


 
I like to think she wasn't trying to be a jerk to Luna, but always being popular and well respected, she also failed to see how her sister was affected. and neglected.
