Since fingering does, why not the male version? Is the only differentiating factor penetration? If so, the description doesn’t note that.

Sex’s short definition (“Sexual contact with genitals or anuses (even if not directly visible). Explicit with little exception.”) is fairly accurate to how we tag it (hornjobs might be a problem and it really probably should say stimulation, but it’s close), so using a hand to sexually contact a penis certainly qualifies.
